Dear Members of the University Community,

To support campus safety and ensure compliance with New York State law, the University is reminding the community of the requirements governing the use of electric scooters (e-scooters) and electric bikes (e-bikes).

Key Rules

 Use on Campus

  • E-scooters and e-bikes may be used for commuting to and from campus.
  • Riding is permitted only on Library Road and Wilson Boulevard.
  • Riding is prohibited on all other campus sidewalks, roadways, and indoor or outdoor campus spaces.
  • Riders must dismount and park devices at designated perimeter dismount and outdoor parking zones.
  • Per New York State law, e-scooters may not be operated on sidewalks.

Buildings Restrictions

For safety and fire prevention, e-scooters and e-bikes cannot be:

  • taken into or ridden within University buildings
  • stored in any building, including lobbies, offices, hallways, stairwells, or common areas
  • charged inside buildings

Exception: storage is permitted only in designated rooms at Brooks Crossing.

Important battery safety note

Since lithium-ion batteries themselves pose a fire risk, e-bike and e-scooter batteries are not permitted in any building or room that is not explicitly approved for their storage or charging.

 Outdoor Parking

The University provides designated outdoor parking areas for e-scooters and e-bikes, which must be secured in these spaces. Maps of these areas are available in the University policy.

 Safety and Enforcement

E‑scooters and e‑bikes pose a significant fire risk when stored or charged inside buildings and may obstruct evacuation routes during emergencies.

Violations may result in fines, device confiscation, and/or referral to the appropriate disciplinary process. If you observe an e-bike or e-scooter inside a building, please contact the Department of Public Safety at 585-275-3333.

For complete details and maps, please review the e-scooter and e-bike policy.

Thank you for your cooperation in helping keep our campus safe.

Weather Update – 1/26/26 | 6:00 AM

Due to weather-related operational changes, the following shuttles are impacted today:
• The Innovation Square Direct shuttle will not be operating.
• The Gold Line and Blue Line routes will operate with one bus instead of two.

Please use the TripShot map for the most accurate shuttle locations.

All other shuttles are operating today but may experience delays due to weather conditions.

1/23/26 5:00 PM – Due to the forecasted snow and cold temperatures, Transportation and Logistics will be offering the following transportation services for University community members who park in remote lots:

  • Silver Line Shuttle
Operates Monday through Friday from 7 a.m. to 11:59 p.m. and provides shuttle service from Zone 3 South (near the canal) to the center of campus.
  • Medical Center Evening Shuttle
Operates Monday through Friday from 5:30 p.m. to 1:21 a.m. and provides service between the Medical Center and Lots 1, 11, 9, 2, 3 and the Ronald McDonald House.
  • Additional Morning Shuttle – Monday, January 26
An additional transport will operate from 5 a.m. to 10 a.m., providing service from Lot 1 and Lot 9 to the Medical Center.

 Preparing for the weather

Dressing for the wind chills is important to prevent frost bite. When outside, individuals should wear a heavy insulated coat; three-plus layers with one insulating layer (wool or synthetic heat-containing material); waterproof boots; scarf, gloves and warm hat.

For emergency assistance on campus, call or text 585-275-3333, or call 911.

From Monday, February 2 through Friday, April 3, Lot 5-East Drive will be closed due to construction associated with the ED Tower project. The lot is tentatively scheduled to reopen on Monday, April 6.

During the closure, Lot 5 permit holders may park in the Strong Memorial Hospital Garage. As you enter the garage, the parking system will recognize your vehicle and automatically lift the gate. You do not need to pull a ticket. If the gate arm doesn’t raise, scan the barcode on your University ID or use the intercom button to speak with a parking representative. Upon exiting the garage, your vehicle will be recognized again, and the gate will lift automatically.

We apologize for any inconvenience this may cause. If you have questions, please contact the Parking office at (585) 275-4524 or parking@rochester.edu.

As snow arrives and daylight hours shorten, Transportation and Logistics and Environmental Health & Safety (EH&S) offer tips to drivers, pedestrians, and cyclists to stay safe on and around campus.

    Drivers

    • Clear snow and ice from windows, mirrors, and lights before driving
    • Use headlights during the day
    • Brake gently on slippery roads
    • Slow down, allow extra stopping distance, and park clear of the curb or sidewalk
    • Watch for pedestrians and cyclists in low visibility conditions
    • For safe parking in University lots and garages, remember to lock your car and be aware of your surroundings. All parking areas, including the East End garage downtown are regularly patrolled. Contact Public Safety at (585) 275-3333 with any security concerns. Parkers at the Saunders Center for Orthopaedics and Physical Performance should call 911 for assistance.

    For Pedestrians

    • Wear sturdy footwear with textured soles
    • Stay alert and keep phones away while walking
    • Take your time and walk slowly
    • Avoid areas that look icy
    • Use handrails on stairs
    • Call the snow removal hotline at (585) 275-0000 to report hazardous conditions
    •  Employees should file an incident report if an injury occurs. Contact EH&S at (585) 275-3241 with any questions

Departments: EH&S also offers printable posters for departments, digital slides for displays, and general winter weather tips and articles.

    For Cyclists

    • Use front and rear lights and reflective gear
    • Ride slowly, brake early, and stay alert for icy patches and vehicles with reduced stopping ability
    • Use wide knobby or studded tires
    • Clean and maintain your bike components
    • Dress warmly to maintain comfort

On Wednesday, Dec. 10 and Wednesday, Dec. 17, from 6 p.m. to  6:45 p.m., there will be no Scottsville shuttle pickups on Crittenden Blvd. at Golisano Children’s Hospital or Crittenden Circle. During this time, the shuttle will temporarily reroute to Elmwood Ave., stopping at the School of Medicine at 6:18 and 6:48 p.m., before resuming its regular 7:11 p.m. pickup on Crittenden Blvd. at Golisano.

The temporary adjustment supports the Good Night Lights event, where first responders shine their lights to say “goodnight” to pediatric patients watching from the windows of Golisano Children’s Hospital tower.

Please contact Transportation and Logistics at (585) 275-4524 or parking@rochester.edu if you have questions.

The Department of Transportation and Logistics works with Grounds to keep sidewalks as clear as possible during winter months. To help make our efforts successful, we ask that you park so that no part of the vehicle hangs over the curb or sidewalk. This will better facilitate ice and snow removal and help ensure safe and accessible sidewalks for pedestrians.

Please use the image below as a guideline when parking near sidewalks or walkways.

    Thank you for your cooperation.

Comparison of proper parking where a pickup truck is fully contained in its space, keeping the sidewalk clear, with improper parking where the truck's rear bumper overhangs and obstructs the sidewalk.
